I was wondering if maybe you could make a "Rules to Follow" (or something along those lines) topic, where you could explain to the best of your ability what to do and what not to do on these forums. This could include what's spam, what can be talked about, what is unacceptable language/actions, etc.
It could also be the report center (I know that we already have one now) for spam topics, if that would work easier. If not the report center can stay how it is.
